It does go to point; why research something like that? People have been in caves and there were no outbreaks for any one in the world to be worrying about it to research a vaccine for it, let alone for the military.
China, who has been BIG on controlling the population growth rate, would be tempted to release it even on their own people, especially among the poor. Then one can see how ambitious China could become by releasing it on the world.
There were these little seeds packets mysteriously sent from China for recipients to plant at their homes. Warnings were given to prevent planting those seeds but I doubt it alerted every one let alone every one heeded that warning to not plant those seeds.
