God doesn't put anyone in Hell ( or the Lake of Fire ). People choose to go there. It's their own free-will. Their own rejection of God/Jesus.
Just because God knows what people will ( or won't ) do and what choices they will make, doesn't mean He made the choice for them. I'm not God
so I can't really speak for Him, but I will say, a theme though-out the Bible, is that it's more important for God to see what choice you will make
than for Him to just not create you in the first place.

If He never thought of creating someone, then He never would have known what choice they would make. It's a chicken and egg thing.

I suspect mostly selfishness, but unbelief also. A lot of people say they don't believe in God/Jesus/Heaven/Hell, etc... but it's been my experience, that most of the time, when you really pin them down...
it's because I want to do what I want to do, and I don't want anyone to tell me any different. If I have illicit sex, that's my business, if I lie to people, that's my business, if I steal from people, that's nobody's business, etc...
