I am not sure what you are getting at, but civil obedience does not trump obedience to God. Obedience to God is no different from doing righteousness, and killing people through "policies" is not something a Christian should do.

Unfortunately for non-Christian countries like China, they have been under demonic rule for thousands of years, under different dynasties. Civilians in that country are treated like cattle and cannot make right decisions for themselves unless they are willing to suffer heavy losses or loss of lives. So this is a real concern for national security. So why is there a big push to control farms and farmland?
