Is it impossible for some to say 'Jesus is Lord'?

When I first became a Christian about 11 years ago I was astounded to read 1 Corinthians 12:3 ' that no man can say that Jesus is the Lord, but by the Holy Ghost.'

Is it true that many cannot say those three words?

Then I think about all the pagans, atheists, agnostics, the ExJWs wallowing in a fog of hatred of GOD and Jesus from the horrors of Watchtower, the Muslims, Hindus, Buddhists - on and on - just how many non-Christians are there these days?
 
I dont know what paul was talking about, probably metaphorically about people who do not follow Jesus will not confess jesus is lord.

I am not longer certain demons cannot say all 9 words "i confess jesus christ is come in the flesh" but i know from experience, if you test whatever speaks to you spiritually, they will answer back before you can even reply, because spirits from God can read your mind. Allegedly demons cant.

So if an evil spirit speaks to you and you demand the confession, there will be a delay before they reply. Most of them will just curse in reply. But i have heard every permutation of comfessing Jesus is come in the flesh, but they wont admit he is the christ. Or came in the flesh (past tense) but not present. Etc

But any demon or person can say Jesus is Lord. They just wont confess it from the heart

Where fore I make known to you that no one by [the] Spirit of God speaking says: A CURSE [IS] JESUS, and no one can to say: LORD JESUS, except by [the] Spirit Holy.

Darby's English Translation
12:3 I give you therefore to know, that no one, speaking in the power of the Spirit of God, says, Curse on Jesus; and no one can say, Lord Jesus, unless in the power of the Holy Spirit.
