It already is, but there are "ground rules" you have to follow, even as a soldier in a war.

If a mother murders her baby because she doesn't want it, then as long as she gets it done within a certain time period it's "Legal", BUT if she waits to long, then it's not - UNLESS the baby was murdered within in the proper time window, but during the commission of a crime, in which case it's a "Homicide". Of course, in Texas if you murder a person in self defense, who breaks into your home, its legal. In Some states, there may be legal issues to get through. Bla, bla, bla.

"Legal" MEANS NOTHING, except what the majority of people in a society want based on their own preferences du jour. it's like "MORALS" which change with the tides.
