i hear believers say the devil whispered something in their ears or that he planted a thought in their minds, is this possible or an excuse for sin?

Certainly enemy agents are always busy fomenting trials for us. C.S. Lewis wrote a wonderful book entitled "The Screwtape Letters" that explores this very topic. It is well worth buying and reading.

However, no one can make you do anything without your cooperation. The enemy can tempt you (as Lewis' book shows) but he cannot command you unles he's been given total control of your will. The quote "The devil made me do it" was made popular by American television comedian Flip Wilson in the 1970s, who used it as a tag line for his comedy skits.

It is defenitely what is happening, here is a few verses about temptation.
Temptation come to us mostly through thoughts as seen in this verse but it can come from other places as well:
"Mar 7:21 For from within, out of the heart of men, proceed evil thoughts, adulteries, fornications, murders,"

1Co 7:5 Defraud ye not one the other, except it be with consent for a time, that ye may give yourselves to fasting and prayer; and come together again, that Satan tempt you not for your incontinency.

Jam 1:12 Blessed is the man that endureth temptation: for when he is tried, he shall receive the crown of life, which the Lord hath promised to them that love him.

1Ti 6:9 But they that will be rich fall into temptation and a snare, and into many foolish and hurtful lusts, which drown men in destruction and perdition.

Gal 4:14 And my temptation which was in my flesh ye despised not, nor rejected; but received me as an angel of God, even as Christ Jesus.

1Co 10:13 There hath no temptation taken you but such as is common to man: but God is faithful, who will not suffer you to be tempted above that ye are able; but will with the temptation also make a way to escape, that ye may be able to bear it.

Hope it answers your question.

Blessings!
