The Fear of God does not exist in the world. That is why everyone "thinks" he can do evil and get away with it. This fear will be brought into the World in the Wisdom of God through Rebuking.
1 Kings 3: 28 And all Israel heard of the judgment which the king had judged; and they feared the king: for they saw that the wisdom of God was in him, to do judgment.*n7
1 Tim. 5: 20 Them that sin rebuke before all, that others also may fear.
Proverbs is the Wisdom of God being Created in you when you finished your Growing Up in Jesus.
Proverbs 8:
13 The fear of the Lord is to hate evil: pride, and arrogancy, and the evil way, and the froward mouth, do I hate.
14 Counsel is mine, and sound wisdom: I am understanding; I have strength.
15 By me kings reign, and princes decree justice.
16 By me princes rule, and nobles, even all the judges of the earth.
17 I love them that love me; and those that seek me early shall find me.
18 Riches and honour are with me; yea, durable riches and righteousness.
19 My fruit is better than gold, yea, than fine gold; and my revenue than choice silver.
20 I lead in the way of righteousness, in the midst of the paths of judgment:*n4
21 That I may cause those that love me to inherit substance; and I will fill their treasures.
Paul already existed in Rebuking and knew it is a disgrace if you don't have the Wisdom of God in a whole community of Christians. Because those "in authority" is then lying about their "authority".
1 Cor. 6:
1 Dare any of you, having a matter against another, go to law before the unjust, and not before the saints?
2 Do ye not know that the saints shall judge the world? and if the world shall be judged by you, are ye unworthy to judge the smallest matters?
3 Know ye not that we shall judge angels? how much more things that pertain to this life?
4 If then ye have judgments of things pertaining to this life, set them to judge who are least esteemed in the church.
5 I speak to your shame. Is it so, that there is not a wise man among you? no, not one that shall be able to judge between his brethren?
6 But brother goeth to law with brother, and that before the unbelievers.
Not having anyone to Judge in Wisdom is the "disgrace" of Christianity. Where they are no different from the world but they say they have the Living God with them as their "Father".
