In 2 Thessalonians 2, Apostle Paul remarked how there is someone withholding the Wicked one from coming until it's time for that Wicked to be revealed...
II Th 2:5-12
5 Remember ye not, that, when I was yet with you, I told you these things?
6 And now ye know what withholdeth that he might be revealed in his time.
7 For the mystery of iniquity doth already work: only he who now letteth will let, until he be taken out of the way.
8 And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of His mouth, and shall destroy with the brightness of His coming:
9 Even him, whose coming is after the working of Satan with all power and signs and lying wonders,
10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
11 And for this cause God shall send them strong delusion, that they should believe a lie:
12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.

Who then is that one that does the withholding there?
The answer is in Daniel 10...
Dan 10:2-8
2 In those days I Daniel was mourning three full weeks.
3 I ate no pleasant bread, neither came flesh nor wine in my mouth, neither did I anoint myself at all, till three whole weeks were fulfilled.
4 And in the four and twentieth day of the first month, as I was by the side of the great river, which is Hiddekel;
5 Then I lifted up mine eyes, and looked, and behold a certain man clothed in linen, whose loins were girded with fine gold of Uphaz:
6 His body also was like the beryl, and his face as the appearance of lightning, and his eyes as lamps of fire, and his arms and his feet like in colour to polished brass, and the voice of his words like the voice of a multitude.
7 And I Daniel alone saw the vision: for the men that were with me saw not the vision; but a great quaking fell upon them, so that they fled to hide themselves.
8 Therefore I was left alone, and saw this great vision, and there remained no strength in me: for my comeliness was turned in me into corruption, and I retained no strength.

Daniel was at the river Hiddekel and then was given this vision.
Dan 10:9-14
9 Yet heard I the voice of his words: and when I heard the voice of his words, then was I in a deep sleep on my face, and my face toward the ground.
10 And, behold, an hand touched me, which set me upon my knees and upon the palms of my hands.
11 And he said unto me, O Daniel, a man greatly beloved, understand the words that I speak unto thee, and stand upright: for unto thee am I now sent. And when he had spoken this word unto me, I stood trembling.
12 Then said he unto me, Fear not, Daniel: for from the first day that thou didst set thine heart to understand, and to chasten thyself before thy God, thy words were heard, and I am come for thy words.
13 But the prince of the kingdom of Persia withstood me one and twenty days: but, lo, Michael, one of the chief princes, came to help me; and I remained there with the kings of Persia.
14 Now I am come to make thee understand what shall befall thy people in the latter days: for yet the vision is for many days.

This angel shows Daniel the vision, so Daniel is not seeing a prince of Persia of the flesh, but an angelic being who uses that title of prince of Persia. That "prince of the kingdom of Persia", an angelic host, withstood this angel for 21 days. Then the Archangel Michael came to help that angel. These events are taking place in Heaven, and Daniel is given to see it. Note the angel tells Daniel the vision is for many days, for Daniel's people in the latter days.
Dan 10:20-21
20 Then said he, Knowest thou wherefore I come unto thee? and now will I return to fight with the prince of Persia: and when I am gone forth, lo, the prince of Grecia shall come.
21 But I will shew thee that which is noted in the scripture of truth: and there is none that holdeth with me in these things, but Michael your prince.

The angel tells Daniel he is going to return (to Heaven) and fight with that "prince of Persia". So who do you think that heavenly prince of Persia might actually be? It is put for Satan himself. Daniel is being shown a Heavenly pattern of events for things to occur on the earth. It's almost like a stage play going on in Heaven that creates a history on the earth.
Then Daniel is told there is none that holds with him except the Archangel Michael.
In Rev.12:7 forward we are shown about a 'fight' (battle) in Heaven between the Archangel Michael and his angels against Satan and his angels. And then Satan and his angels are cast down to this earth. That means cast literally in our earthly dimension.
It is the dragon, that old serpent, the devil, who is being withheld here, until it's time for his revealing on earth. Now you know what withholdeth until it's time for that false one to come.
