Troubles in Psalms

In psalms 87,4-6, It says: I shall mention Rahab and Babylon among those who know me;
Behold, Philistia and Tyre with Ethiopia:
'This one will be born there.'
But of Zion it shall be said, "This one and that one were born in her";
And the most high himself will establish her.
The Lord will count when he registers the peoples,
"This one was born there."

Who is this refering to that will be born there?

I know that rastafarians refer this scripture to Haile King Selassie I who was Emperor of Ethiopia from 1930 to 1974, and was said to have the same bloodline as King Solomon, thats how this scripture got my attention.
Not that I believe their claim, but who does this refer to and what does it mean?
 
I just googled Psalms 87 and came up with all kinds of helps just in case you are interested in going that route.
 
From the Life Application Study Bible study notes for Psalm 87:

"Zion (the holy mountain, Jerusalem) and its temple here represent the future community of all believers. This Psalm looks ahead to the Holy City of God described in Revelation 21: 10-27. The honor of living there will be granted to all whose names are in the Lamb's Book of :Life (Rev 21:27). Re: verse 4 - Rahab represents Egypt, a traditional enemy of God's people.".

Matthew Henry's Commentary on Psalm 87

The glory of the church.

Christ himself is the Foundation of the church, which God has laid. Holiness is the strength and firmness of the church. Let us not be ashamed of the church of Christ in its meanest condition, nor of those that belong to it, since such glorious things are spoken of it. Other foundation can no man lay than that is laid, even Jesus Christ. The glorious things spoken of Zion by the Spirit, were all typical of Christ, and his work and offices; of the gospel church, its privileges and members; of heaven, its glory and perfect happiness. (Ps 87:4-7)

It is filled with the Divine blessing.

The church of Christ is more glorious and excellent than the nations of the earth. In the records of heaven, the meanest of those who are born again stand registered. When God renders to every man according to his works, he shall observe who enjoyed the privileges of his sanctuary. To them much was given, and of them much will be required. Let those that dwell in Zion, mark this, and live up to their profession. Zion's songs shall be sung with joy and triumph. The springs of the joy of a carnal worldling are in wealth and pleasure; but of a gracious soul, in the word of God and prayer. All grace and consolation are derived from Christ, through his ordinances, to the souls of believers.
