To the readers of Paul's epistles, the "god of this world" was the Roman Emperor who demanded that all Roman subjects worship in accordance with Roman law, thereby blinding their minds at the threat of torture and execution.2 Cor 4:4 In their case the god of this world has blinded the minds of the unbelievers, to keep them from seeing the light of the gospel of the glory of Christ, who is the image of God.
2 Cor was written about 25 years after Jesus returned to heaven - so obviously he was still ruling Earth.
