So it is saying the device coupled with the cryptocurrency system is readable based on the device measuring the users brain waves, body movements, etc. which can only be accomplished if the device is inside the body.
It further goes on to say that the details of the device intended have not been disclosed so before you say " that's not what this is " I'm here to tell you that they have purposely left out exactly what this is.

( These can be determined by a device outside the body? Body fluid flow?)
