God doesn't "create" people just so they will go to hell.... hmmm... I guess He needs to keep the flames lit, what's a few more logs on the fire?
2 Pet 3:9; The Lord is not slow about His promise, as some count slowness, but is patient toward you, not wishing for any to perish but for all to come to repentance.
1 Tim 2:3; This is good and acceptable in the sight of God our Savior,
1 Tim 2:4; who desires all men to be saved and to come to the knowledge of the truth.
But even though God wants all men to be saved, not all men will be saved. This is because of free will.
Still... are there just a "few" being saved? Someone asked Jesus this very question... this was His answer.
Luke 13:22; And He was passing through from one city and village to another, teaching, and proceeding on His way to Jerusalem.
Luke 13:23; And someone said to Him, "Lord, are there just a few who are being saved?" And He said to them,
Luke 13:24; "Strive to enter through the narrow door; for many, I tell you, will seek to enter and will not be able.
Luke 13:25; "Once the head of the house gets up and shuts the door, and you begin to stand outside and knock on the door, saying, 'Lord, open up to us!' then He will answer and say to you, 'I do not know where you are from.'
Luke 13:26; "Then you will begin to say, 'We ate and drank in Your presence, and You taught in our streets';
Luke 13:27; and He will say, 'I tell you, I do not know where you are from; DEPART FROM ME, ALL YOU EVILDOERS.'
Luke 13:28; "In that place there will be weeping and gnashing of teeth when you see Abraham and Isaac and Jacob and all the prophets in the kingdom of God, but yourselves being thrown out.
Luke 13:29; "And they will come from east and west and from north and south, and will recline at the table in the kingdom of God.
Luke 13:30; "And behold, some are last who will be first and some are first who will be last."
"Once the head of the house gets up and shuts the door," Once the door is shut, the decision is made. There are no more second chances after this.
Heb 9:27; And inasmuch as it is appointed for men to die once and after this comes judgment,
Once you die, the die is cast.
So what about people who never had a chance to hear the gospel? That's mostly our fault, not theirs. If we were really doing the great commission, there wouldn't be anyone who hasn't heard about Jesus.
But I notice the passage above isn't about people who never heard the gospel. It's about people who heard the gospel and continued doing evil.
Did God create those people to go to hell? No, they made their own choice.
Keep in mind, if we all came from Adam... and then again from Noah... both of those men knew who God was.
Why don't all their descendants know about God? Is that God's fault too?
